Seminar Schedule


The Wisconsin Hockey Officials Association will be offering the USA Hockey/WHOA Officiating Seminars below for the 2017-18 season. Any questions about a seminar should be directed towards the WHOA Region Director for the region in which it is scheduled.

Note: Pre-registration is required for all seminars. Seminar registration closes at 12:00 AM four days prior to prepare staffing and materials. For example, Saturday seminars will close at 12:00 AM on the preceding Tuesday.

**Level 3 Seminars: Officials who have been certified at Levels 3 or 4 for at least two out of the past three seasons are not required to participate in a Level 3 ice session. Ineligible officials will not be permitted to register for any veteran Level 3 seminar. All other officials must complete the appropriate ice component.



WHOA would like to thank the many local organizations that are sponsoring these seminars. They are donating countless hours of ice time and classrooms to support officiating in Wisconsin!

How to Become an Official


WHOA Membership


WHOA membership includes an annual fee of $17.00. This fee helps to cover expenses such as seminar and camp staffing, training and educational supplies.

This fee is paid at the time of your seminar registration.

You can register with WHOA and sign up for your seminar once the registration period begins around August 1st.

WAHA and WHOA require officials to be 12 years old BEFORE November 5, 2017.


USA Hockey Registration


USA Hockey referee certification must be renewed annually and expires Nov. 30 each year. To complete your USA Hockey certification, you must complete the following:

Register Online


Register for a new season at Once registered, a rule book will be mailed to all officials in a rule-change year, or to all new officials in a non rule-change year. New officials will also receive their USA Hockey member number and may create a profile to track their national-level USAH registration online.

Open-Book Exam


Once you have received your rulebook, you will be able to complete your open-book exam online. It is strongly recommended, though not required, to complete this exam prior to attending your seminar. 
Level 1: 50 questions 
Levels 2-4: 100 questions

Online Class Modules


Starting with the 2014-15 season, all USA Hockey registered officials will be required to complete an online curriculum as part of their registration requirements. This curriculum is specific to your level of officiating and is designed to be done at your leisure. Each official will be able to access their specific curriculum through their profile page on or by entering in their last name and official's number in the Online Seminars section of USA Hockey's website.


Officials will be able to log in and log out of their curriculum as often as they would like, though there is a limited time period to complete the curriculum after your first log-in (60 days for Level 1 officials, 45 days for Levels 2-4). The curriculum consists of a series of video presentations followed by short quizzes. It is recommended that the first two (out of three) sections of the curriculum be completed before attending your in-person seminar.

USA Hockey Seminar


All officials are required to attend a USA Hockey seminar, including classroom and on-ice portions.



SafeSport Program

All officials 18 or older will have to complete the SafeSport training to be eligible to officiate during the current season. Click Here to view more information about SafeSport and how to complete the training. The training is good for 2 years.
Any official who turns 18 years old during the season will also need to complete SafeSport to be eligible to continue officiating in the current season. 


Receive Certification


Once these requirements have been met, you will receive your crest and referee card, with level achieved, in the mail.


You may check your registration status with USA Hockey at any time, including a 10-year history of your registration.
